「 性暴力（sexual violence)」という言葉が新聞やテレビで頻繁に使われています。例のフジテレビ関連です。セクハラ(sexual harassment)とは違い、強い言葉です。日本では、強姦という言葉が使われますが、これも強い言葉でレイプ (rape)という言葉に置き換わりました。いずれにしてもあまり使われない言葉です。最近では、男女という性別を超えて、幅広く使われています。そのうち、sexualという用語は使われなくなり、violenceだけとなるでしょう。暴力です。

暴力や恫喝(threat, intimidation, bluster)は、多くの場合やってはいけないことになっています。私はやりません。家庭内でも公的な場でもやってはいけないことになっています。Safeguarding Networkでは、この用語の定義について次のように言っています。

Sexual violence is rape, assault by penetration, sexual assault or causing someone to engage in sexual activity without consent.

Sexual harassment is unwanted conduct of a sexual nature.

Harmful sexual behaviour is problematic, abusive and violent behaviour by a child or young person that is developmentally inappropriate and may cause developmental damage.

「同意がない」「望ましくない行為」「子どもや若い人」ということがキーワードです。これは大切な視点だと私は思います。日本ではまだ「女性」という対象が強いですが、よく考えてみると、弱い立場とされる対象は子どもや学校の生徒がまずその対象です。

しかし、女性に対する暴力は、国連が、Violence Against Womenの中で次のように言っています。

Whether at home, on the streets or during war, violence against women and girls is a human rights violation of pandemic proportions that takes place in public and private spaces.

単なる性暴力ではなく「人権としての暴力」としています。

そこでのsexual violenceは次のように定義されています。

Sexual violence is any sexual act committed against the will of another person, either when this person does not give consent or when consent cannot be given because the person is a child, has a mental disability, or is severely intoxicated or unconscious as a result of alcohol or drugs.

さらに、sexual harassmentは、

Sexual harassment is any unwelcome sexual advance, request for sexual favour, verbal or physical conduct or gesture of a sexual nature, or any other behaviour of a sexual nature that might reasonably be expected or be perceived to cause offence or humiliation to another, when such conduct interferes with work, is made a condition of employment or creates an intimidating, hostile or offensive work environment. While typically involving a pattern of behaviour, it can take the form of a single incident. Sexual harassment may occur between persons of the opposite or same sex. Both males and females can be either the victims or the offenders.

いずれにしてもsexualの定義も広くなり、基本は、violenceでありharassmentです。それも人権として、あるいは、動物や植物や自然や構造物などすべてに対して不適切な行為です。戦争も紛争も暴力も嫌がらせもいけません。

しかし、この世でそのような社会が果たして実現可能なのでしょうか？平和になればある程度尊重できますが、平和ではない状況では、ほぼ無視されます。現在のミャンマーがそうです。私たちは何ができるのかと無力感に陥ります。せめてharassmentだけでもなくなればうれしいですが、人間の性なので、「嫌い」という感情は解消がむずかしいでしょう。「嫌がらせ」はなくなることはありません。しないように努力して、誰かがそれをすれば、それに対抗しなければいけません。対抗しなければ被害は拡大します。それは受け入れることはできないでしょう。しかし、暴力に暴力で対抗することは。。。
